The City of Eau Claire’s Housing Division purchases and rehabilitates single family homes through the Home Ownership Program.  The purpose of the Home Ownership Program is to provide first-time homeownership opportunities to low-moderate income individuals and families.  The potential homeowner obtains conventional bank financing for the purchase.  The client must meet the federal income guidelines to qualify.

The proceeds from the sale of the properties are returned to the Home Ownership Program to purchase and rehabilitate additional properties.
