Public Records Request

Under Wisconsin law, requests may be made to access public documents from the City of Eau Claire. Public records are defined as “any material on which written, drawn, printed, spoken, visual, or electromagnetic information or electronically generated or stored data is recorded or preserved, regardless of physical form or characteristics, which has been created or is being kept by an authority” (Wisconsin Statute 19.32). Any person has the right to inspect a record or to make or receive a copy of such record by contacting the City Clerk.

Records exempt from Wisconsin Open Records Law:

Certain records may be exempt from inspection, as set forth in Wis. Stat. § 19.35 and City Ordinance s. 1.08.060.  They include, but are not limited to:

  • Draft notes and other preparatory material
  • Personally identifiable information that would pose a threat to the individual identified
  • Personal information of employees
  • Security information
  • Financial identifying information

Submitting an Open Records Request

City of Eau Claire public records may be requested in three ways:

  1. By submitting this online request form;
  2. By submitting a written request to the City Clerk’s Office (203 S. Farwell St., Eau Claire, WI54701); or
  3. By submitting an oral request to the City Clerk’s Office by phone (715-839-4912) or in-person (203 S. Farwell St.) during regular office hours of 8:00 a.m. to 5:00 p.m., Monday through Friday.

Requests to inspect or copy a record may be made, orally or in writing, to the legal custodian, subject to the provisions of Wis. Stat. § 19.35 and City Ordinance s. 1.08.050.  A fee may be charged for reproduction, transcription, photographing, and mailing or shipping at the actual, necessary and direct cost for those activities.
