ECPD Notable Case Log 11/1 - 11/4

From 11-01-2024, 7:00AM, to 11-04-2024, 7:00AM, the ECPD responded to 182 calls for service. The calls per district are as follows: North District – 42, West District – 67, South District – 73.

 

November 1st, 2024

North District

Retail Theft – Grocery store staff called because a person was in the store. The person is a habitual shoplifter and they wished for them to be banned from the store. An officer attempted to contact the person inside the store. The person was defiant and uncooperative. The officer attempted to escort the person out of the store at which time the person pulled away. They were decentralized and stabilized on the floor until additional officers arrived. The person was found to have concealed $95 worth of store merchandise in their bag. They were arrested for Retail Theft, Resisting, and they have been permanently banned from the store.

Ordinance Violations - Officers went to a parking ramp’s elevators after it was reported that numerous people were camping. Officers contacted four people. All were cited for Camping. One person had a warrant and a concealed knife by a felon. They were arrested.

West District

Disturbance – A caller was in their home with their seven children. The caller reported that three unknown persons were attempting to break into their home. Officers arrived and located three people on the front porch. One of the people attempting to get in insisted that this was their home, despite their driver’s license showing that they actually lived at a different address on the same street. The other two had just met that person at the stop sign and decided to go with them to their house to use the bathroom. Those two were counseled about their decision making and decided to contact a service for a ride home. The other person left alone, presumably to go to their house. A bit later they walked by officers again heading away from their house. Upon seeing officers, they ran away and hid. Officers found them again escorted them to the sidewalk pointed them towards their house and instructed them to go home. As officers were going to clear the scene the person appeared again. They went to the porch and tried to get into the house. As officers approached, they fled yet again. Officers waited and a few minutes later the person came back to the house. They were contacted and handcuffed. They were cited for Public Excessive Intoxication and delivered to the address listed on their driver’s license. PBT (0.19BAC).

Bond Violation - Officers were detailed to an area in reference to a person needing medical assistance due to their alcohol consumption. The person provided a PBT of .141 BAC. They were in violation of their bond condition to maintain absolute sobriety along with also being in violation of their bond for having contact with another person who was on scene. The initial person needed to be transported to the hospital for a detox. They were ordered in for misdemeanor Bail Jumping X2. The other person was also transported for a Detox and issued a citation for UA 3rd Offense.

Warrant – An officer was conducting surveillance on a residence as they were aware a subject resides there and currently had four Eau Claire County Child Support Warrants for their arrest. After sometime of watching the residence, the subject was observed exiting a vehicle. The officer contacted the subject and took them into custody.

South District

Traffic – An officer conducted a traffic stop due to the registration for the vehicle being expired. Contact was made with the driver, who initially gave an incorrect name. The driver was revoked along with having an Eau Claire County Warrant for their arrest. They were taken into custody for the warrant, OAR and Obstructing an Officer.

Traffic/OWI – An officer responded to an intersection for a crash. Upon arrival contact was made with a person. The person rear-ended a second vehicle. The person admitted to consuming alcohol and confirmed they were drinking while driving. They refused to partake in SFST’s. They provided a PBT of .302 BAC. They were arrested for OWI 1st and taken to the ECCJ.

 

November 2nd, 2024

North District

Bail Jumping – A person called and stated that a person had driven passed their house multiple times, which is a violation of their bond conditions. An officer staged in the area and a short time later stopped the person as they appeared to be driving back to the house. The person was ordered in for OAR, Failure to Install IID, Bail Jumping.

Drug Investigation – An officer observed 2 individuals sleeping in the ramp. The two were contacted with drugs and drug paraphernalia in plain view. One person was ordered in for Possession of THC, Drug Paraphernalia, and Bail Jumping (2x).

Warrant/Drug – An officer observed a person walking downtown and knew they had a warrant. The person was arrested and found in possession of drugs and drug paraphernalia.

Traffic/OWI – An officer stopped a vehicle for running through a stop sign. The driver appeared intoxicated. The person performed SFSTs and was arrested for OWI-1st offense. They provided a PBT sample of .240. They were turned over to their adult child, the responsible party, and ordered in for court.

Warrant – An officer observed a person and was aware they had an active DOC warrant for their arrest. The person was taken into custody and upon search incident to arrest a glass meth bubble was located on their persons. They were arrested for the DOC Warrant, felony Bail Jumping X2 and Possession of Drug Paraphernalia.

West District

Trespassing - Officers were detailed to a department store in reference to a banned subject being in the store. Officers contacted the subject who was aware of the ban. They were taken into custody for Criminal Trespass along with a probation hold.

South District

Check Person - Officers were sent to a location after the downstairs neighbor complained of a foul odor and maggots turning up in their apartment. Entry was made and a person was found deceased and in advanced stages of decomposition. The person had health issues to include emphysema and cardiac illnesses. Nothing suspicious and detectives were notified.

Burglary - Officers were dispatched to a business for a report of two intruders observed on camera riding bicycles. Officers contacted two people in the area. The bicycles they were riding matched the ones observed on camera. Both were cited for Trespass to Land.

 

November 3rd, 2024

North District

Check Person - Officers were detailed to a bar for a subject that was refusing to leave and causing a scene. The person was contacted and left the scene without incident. A short time later, officers were called back again for the same person causing another disturbance. The person was arrested this time; however, they were uncooperative. Search incident revealed 11.35 grams of THC. Ultimately, the person was arrested for DC, Threats to Law Enforcement, Resisting, Possession of THC and felony Bail Jumping (x2).

Bond Violation – A person showed up to a caller’s house against their bond conditions. They claimed to have arrangements with the caller’s father to retrieve their belongings. They were arrested for Bail Jumping.

Ordinance Violation – An officer responded to a public parking ramp for individuals camping. Two people were cited for Camping.

Warrant Pickup - Officers located a person and knew they had a DOC warrant. Once at the jail and during the body scan, the person was found in possession of a THC vape pen concealed on their person. They were arrested for the warrant and Possession of THC.

West District

Warrant Pickup – An officer observed two people near a trail. When contacted, one person attempted to walk away. The officer was aware that the person who attempted to walk away had valid EC warrants. The person resisted arrest and needed to be decentralized. They were arrested for the warrants, Resisting, and drug charges for a vape pen that was found on their person.

South District

Crash/OWI - Officers responded to a crash w/injury after witnesses reported a vehicle speeding and then crashing. The driver admitted to driving 50mph in a 30mph zone, to rear-ending the vehicle in front of them, regularly using THC, and drinking several shots in the night. The person performed SFSTs and provided a PBT sample of .191. They were arrested for OWI-1st and issued several citations.

Bond Violation - Officers responded to a motel for a disturbance between two people. The two rented a room and one person was upset with the other and felt taken advantage of. One person had been drinking in violation of their bond and was ordered in for Bail Jumping.

 

November 4th, 2024

North District

Check Person - Officers were detailed to an apartment complex for a person sleeping in the building. Contact was made with the person who refused to wake up and then refused to ID themselves. Eventually they were arrested for a Probation Hold, Obstructing and cited for Trespassing.

South District

Check Person - Officers were detailed to a business for the report of two people yelling and acting erratically. The caller advised one person was near a truck. Comm center then received a call from one of the subjects who was reporting that they were being followed by a truck. Eventually, the two were located. One person was hallucinating after using meth and was eventually arrested on a probation hold. The other was extremely intoxicated and arrested for DC and made to post bond for fears that they would continue their disorderly behavior.

Warrant Pickup - Officers stepped out at an address looking for a person who had valid warrants. Another person was present, refused to allow officers in the house, but advised they would go see if they were in the residence. Officers observed the person with valid warrants at the open back door but they quickly retreated into the basement. A short time later, an officer observed a subject trying to sneak out the basement window next to them. The person resisted arrest but was eventually taken into custody and transported to the jail. While at the jail, .24 grams of suspected fentanyl was located in their sock. They were arrested for the warrant as well as drug charges. The person is also almost full term with a pregnancy and DHS was contacted and is attempting to keep them in custody until they deliver.
