ECPD Notable Case Log 10/15 - 10/21
From 10-15-2024, 7:00AM, to 10-21-2024, 7:00AM, the ECPD responded to 392 calls for service. The calls per district are as follows: North District – 106, West District – 127, South District – 159.
October 15th, 2024
North District
Trespassing – A caller reported an unknown person was in the caller’s attached garage without their permission. Officers gave commands to the person, but they did not react to officers’ presence. Officers detained the person, and noted the person had visible head injuries. They were transported by EMS to a hospital and were admitted. Officers were unable to collect a statement from the person at that time regarding their injuries due to their condition.
Noise Complaint – Officers had been called to the same residence for noise complaints multiple times during the days prior to this call. The downstairs tenant in a two-story home that had been split into upstairs and downstairs apartments had been pounding on the ceiling, screaming, and blowing a whistle. They were warned the day prior for noise issues. They were issued an ordinance citation for the violation.
Check Person – Officers responded to a residence to check the welfare of an elderly person as they hadn’t been heard from in several days. They were located deceased in their home. There was nothing suspicious observed.
West District
Juvenile Runaway – A parent called to report their 16-year-old child as a juvenile runaway. Officers located the child in the area. They ran from officers and ultimately ran into the water along the marshy shores of Half Moon Lake. They refused to exit the water for some time. State Patrol was in the area and offered the assistance of their drone. ECFD deployed a boat into the water. Eventually the child attempted to run out of the water and was apprehended by officers. They were transported back to their home. They were referred for juvenile runaway and resisting.
South District
BOLO Follow Up – Officers on patrol observed a person who they were aware had BOLO charges from a retail theft the day prior. The person was taken into custody. Their backpack was searched and various drug paraphernalia and meth items were located. It was also learned that another person was also in the park and had a BOLO from this same retail theft incident. They were also located and taken into custody. The first person was arrested for Possession of Meth, Possession of Drug Paraphernalia, Retail Theft, felony Bail Jumping (x2), misdemeanor Bail Jumping, and a probation hold. The other was ordered in for misdemeanor Retail Theft and felony Retail Theft.
October 16th, 2024
North District
Disorderly / Noise – A downstairs apartment tenant continued to escalate their feud with their upstairs neighbor. The person played pornographic material on their television at an excessively loud volume, which was overheard by neighbors and their children. They had been cited the day before for noise issues. They were ordered in for Disorderly Conduct for this incident.
Death Investigation – A person was found deceased by their sibling. The person had significant heart related medical issues and the death was expected by family. Nothing suspicious was noted.
Warrant - Officers were detailed to a home in reference the landlord calling and stating two of their tenants were currently there and both had warrants for their arrest. Officers arrived and contacted one tenant. They were taken into custody without incident for a Chippewa and Eau Claire County Warrant. Upon officer’s arrival, the second tenant was in the restroom and was instructed to exit. They did so and were taken into custody. They had a warrant for their arrest and search incident to arrest revealed a meth pipe in their pocket. Both were transported to the ECCJ without incident. The second person was arrested for possession of drug paraphernalia along with their warrant.
West District
Drug Investigation - Officers stopped a vehicle for a red-light violation. The driver was cited for Possession of Marijuana after officers detected the odor of raw marijuana emitting from inside of the vehicle. 9 grams of marijuana was seized.
Mental Health - Officers were dispatched to an emergency room in regards to a person cutting their wrist. The person was contacted outside and officers rendered aid to the cut. The person initially voluntarily went in for care but was later placed on an emergency detention.
Bail Jumping - While assisting with a separate case at the ER, officers observed a patient squaring off with security. The patient lied about their identity and was taken into custody two counts of felony Bail Jumping and five counts of misdemeanor Bail Jumping.
Warrant Pick Up – Officers stopped a vehicle for an equipment violation. The passenger was found to have a valid DOC warrant for their arrest. They were taken into custody without any issues.
South District
OMVWI - Officers conducted a traffic stop and detected the odor of intoxicants coming from the driver. They failed SFSTs and were arrested for OMVWI 1st Offense; PBT 0.12.
Mental Health - Officers assisted DHS with an emergency detention. The person was delusional and aggressive. The chapter 51 was completed.
BOLO-Retail Theft – An underage person stole another case of beer from a gas station. They already had a bolo to be arrested for a similar call. They need to be arrested for multiple retail thefts and trespassing. (Reeves)
Traffic – Officers conducted a traffic stop for a speeding violation. Contact was made with the driver. It was discovered they had a revoked driving status, which the person was aware of. They were also required to have an IID installed, which they did not. They were ordered in for both offenses and warned for the speed.
October 17th, 2024
North District
Warrant Pick Up - Officers recognized a person and found them too have a valid warrant for their arrest. The person was taken into custody without issue.
Warrant – Officers checked on a vehicle and recognized the owner. It was discovered the owner had an Eau Claire County Warrant for their arrest. They were taken into custody, and search incident to arrest revealed drug paraphernalia and methamphetamine. They were arrested for the warrant and charged with Possession of Methamphetamine, Drug Paraphernalia and misdemeanor Bail Jumping.
West District
Bail Jumping / Disorderly – A person was contacted inside a bar for being disorderly and asking bar patrons for drinks. This was in violation of their bond, and they were taken into custody for Disorderly Conduct and Bail Jumping. They were required to post bond as this was the third time during the night that they had police contact for similar type behavior.
South District
Disturbance/Fight – Officers were called to an apartment for a complaint of individuals yelling and punching each other. Officers spoke with an individual in the apartment who appeared intoxicated. They were underage and admitted to drinking. They were cited for UA 2nd. Individuals on-scene claimed that a physical altercation had not occurred. The apartment’s resident was warned that additional issues would likely result in enforcement action if it was appropriate. Approximately 3 hours later, officers were called back to the apartment for another disturbance complaint. The resident was cited for Disorderly Conduct – Loud Noise. Approximately 2 hours later, officers were called back to the apartment for a third time, for another disturbance complaint. The resident claimed they had been attempting to get the problem individuals to leave the apartment. They refused to provide information on the problem individuals. The resident was cited for Disorderly Conduct – Loud Noise again.
Threat-Suicide - Officers were detailed to a cemetery in reference to a person calling in and stating they were currently in the process of killing themselves and they were armed with a knife. They would only confirm they were somewhere in the cemetery. Co-Responders initiated a phone call with the person. They initially stated they were willing to surrender to officers; however, they later made the comment they wanted to die through suicide by cop. They confirmed they did not wish to harm anyone else and only wanted officers to harm them. Once these comments were made officers began to break down the perimeter they had established around the cemetery. A short time later officers observed the person running through the area. Officers were able to safely contact and detain them. A kitchen knife was later located within the area of where they were detained. They were brought to a hospital and held on an Emergency Detention.
October 18th, 2024
North District
Disorderly Conduct – Officers contacted a person multiple times throughout the day for disorderly behavior. They were initially warned for their behaviors. They were called in again for yelling about masturbation, flipping off and yelling at cars and generally acting disorderly. They were located inside a bar and taken into custody for DC, misdemeanor Bail Jumping (x5) and a probation hold.
West District
Mental Health – A person went to the ER voluntarily for mental health and substance abuse related issues. They admitted to staff they took medications the night before to try to overdose. They left the hospital, but came back a short time later where they made several more suicidal comments. They were held on an emergency detention.
October 19th, 2024
North District
Disorderly - Officers responded to a possible fight at a tavern. After numerous interviews, it was determined there was an argument amongst several individuals. The behavior was enough that it caused a disturbance and two people were issued disorderly conduct citations.
West District
Mental Health – A person called to report that their friend was just released from Winnebago and was currently cutting themselves in Eau Claire. Contact was made the person, who had in fact cut themselves with a knife they bought after their release. EMS arrived and the person was taken to a hospital. They were eventually chaptered after they refused to cooperate with hospital staff.
Warrant Pick - Officers observed a person standing at a bus stop and knew the person had a valid warrant. They were contacted and arrested without incident.
OMVWI-Crash - Officers responded to a bar in reference to a person backing their vehicle into another vehicle and then leaving the area on foot. Officers located the person nearby and immediately recognized they were impaired. Prior to the crash the person had been found by bar staff passed out in the bathroom and advised them they needed to leave. They refused SFST’s stating, “I am too drunk for that.” They provided a PBT of .247 BAC. They were arrested for OMVWI, misdemeanor Bail Jumping and Failure to Install IID.
South District
Warrant - Officers arrested a person for a probation warrant at a treatment facility. They were arrested without incident and transported to the ECCJ.
Disturbance - Officers responded to a municipal parking lot across the street from a shelter in reference to two subjects actively fighting. Both individuals were interviewed and it was determined the two were fighting because one believed the other was having relations with their significant other. Neither subject wished to pursue anything. Due to the disturbance the two individuals caused they were both cited for Disorderly Conduct.
October 20th, 2024
North District
Warrant – Officers located several people sleeping inside a vehicle in the ramp. One of the sleeping subjects was identified as a person who had a DOC warrant. They were arrested without issue.
Traffic – Officers stopped a vehicle for an equipment violation. The driver had a revoked driver’s license. They were ordered-in for OAR without issue.
West District
Check Welfare/Check Vehicle – A person called to report they had gotten into an argument with their spouse. During that argument the spouse made the comment they were going to leave and wrap their car around a tree. A CCC was broadcast for a check welfare. A short time later ECPD started receiving calls about a vehicle that was driving recklessly. It was determined that the vehicle and the driver was the spouse. They were driving around attempting to instigate races with other vehicles and also chasing down motorcycles at a high rate of speed. They fled from officers several times and were also observed operating in various parts of EC and Altoona at a high rate of speed. BOLO charges were entered along with several citations.
South District
Domestic - Officers responded to an apartment for a report of a domestic disturbance. Upon arrival they spoke with two people. It was determined mandatory arrest criteria had not been met, however, DOC placed a hold on one of them for the disturbance. They were taken into custody and immediately started banging their head off the squad seat divider. They were medically cleared at a hospital before being taken to the ECCJ.
Check Person - Officers went to a fast food restaurant for a check person case involving a person attempting to get into the caller’s vehicle while the caller was sleeping. The suspect walked away screaming as officers arrived. The individual provided a fake Iowa DL. They admitted that it was a fake ID while also sharing they were part of a university frisbee team that was in town. They were intoxicated and upset that their friends left them. They were given a ride to their hotel after they were cited.
October 21st, 2024
North District
Disturbance - Officers responded to an address for a disturbance with reports of a person being knocked out. Officers arrived on scene to find two people with injuries from being assaulted. It was learned three other people attacked the two injured people. The suspects fled prior to officer’s arrival. BOLO’s have been entered.
