ECPD Notable Case Log 10/3 - 10/7
From 10-03-2024, 7:00AM, to 10-07-2024, 7:00AM, the ECPD responded to 263 calls for service. The calls per district are as follows: North District – 81, West District – 74, South District – 108.
October 3rd, 2024
North District
Ordinance Violation - Officers located a person sitting on a bench with an open can of malt liquor. They admitted to drinking and were cited for the Open Container violation
West District
Disturbance - Officers were detailed to a day school in reference to a student threatening the teachers, punching holes in the walls, and throwing items in the room to include chairs and a box of wall tacks. Officers arrived and the child was immediately aggressive and disorderly. For the safety of all involved they were placed in handcuffs, however throughout the process they resisted forcefully even attempting to disarm an officer. The child repeatedly stated they were going to kill officers and continued their resistive and aggressive behavior to the point they needed to be secured in a WRAP. They were ultimately transported to JDC and referred for DC and Threats to LE.
October 4th, 2024
North District
Hit & Run/OMVWI - Comm Center received a call about a vehicle involved in a hit and run. The vehicle was very specifically described by the caller. Comm Center then observed the vehicle driving in the downtown area at a high rate of speed via public safety cameras. Officers located the vehicle as it pulled into a parking ramp. A stop was initiated and the driver fled on foot. Officers caught the person, who was intoxicated and highly uncooperative. Several open empty cans of beer were located inside the truck. The driver was arrested for OWI 3rd, Resisting, Possession of Cocaine, Misdemeanor Bail Jumping, and was cited for Open Container, OWS 1st, and several traffic violations.
Warrant Pickup - DOC contacted Comm Center regarding a person on probation violating their terms of supervision. Since the person was on electronic monitoring, probation could see they were in a park. Officers located the person and took them into custody.
Stolen Auto - Officers were dispatched to a stolen auto that had just occurred. Comm Center located and was able to track the stolen vehicle via public safety cameras. After the vehicle left a fast food restaurant on S. Hastings Way, ECPD, ECSO, and Altoona PD Officers conducted a high-risk traffic stop. Two people were taken into custody. The driver was arrested for OMVWOC, Resisting, Possession of THC, and felony Bail Jumping.
Domestic - Officers were dispatched to an address for a possible domestic. Upon arrival, Officers met with two people – a parent and their adult child - who were both intoxicated. The parent was 0.217 BAC and their child was 0.227 BAC. The child was arrested for Domestic Disorderly Conduct and the 72 Hour No Contact was waived. The arrested person’s 6-year-old child was placed with a foster family for the weekend.
Ordinance Citation - Officers were dispatched to a shelter in regards to a person who they wanted to leave. Officers met with the person who admitted to defecating in the dumpster area. They were cited for Defecating in Public and left the area with no further issues.
West District
Disorderly - Officers responded to a report of a person walking around trying to fight people. The person was kicked out of 3 bars in the area. Officers arrived and a person was then pointed out as the problem person by a bouncer. They were intoxicated and disorderly to officers and then threatened to harm officers. In the last few weeks, officers had numerous cases with the same person being disorderly. They were arrested for Disorderly Conduct and Threats to Law Enforcement.
South District
Family Trouble - Officers were dispatched to an apartment for a loud family trouble. Upon arrival they determined that one person needed to be arrested for Domestic DC. That person was transported to jail and held on the domestic and felony Bail Jumping. The other half of the domestic, believed that they could bail their partner out of jail, so they drove to the jail with their 2-month-old child in tow. They arrived at the jail and flagged down Officers for assistance in locating where to bail their partner out. The officers they flagged down had been at the apartment and knew, based on the contact during the domestic, that the person was intoxicated. They were field tested and arrested for OMVWI 2nd, UA 2nd, and cited for a Child Restraint Violation. The child was turned over to DHS.
October 5th, 2024
West District
Warrant Pickup – Officers responded to a home for a person who had a probation warrant issued due to a probation violation. They were taken into custody without incident.
South District
Juvenile Case – Officers responded to an amusement park as a parent reported their child had run away from the amusement park and was running in the area of the interstate. Multiple officers responded to the area and were able to apprehend the child and turn them back over to their parent. The child was referred for Juvenile Runaway.
October 6th, 2024
West District
Ordinance Violation – Officers followed up with a fake ID turned over by bar staff on 10/5. They contacted a person at their address. The person admitted to the use of two fake ID’s and was subsequently cited for Carrying False ID.
OMVWI - Officers stopped a vehicle for several traffic violations. The driver showed signs of impairment. SFST’s conducted and the driver submitted to PBT with a result of 0.17. They were taken into custody for OMVWI 2nd.
South District
OMVWI - Comm Center received a call of a person passed out in their vehicle in a fast food restaurant drive thru. Officers arrived to find the person still passed out. An open can of alcohol was observed in the center console. After several knocks on the window, the driver awoke. They showed signs of intoxication. SFST’s performed and were taken into custody for OMVWI 1st. PBT .267. They refused to provide a blood sample. They were also cited for Open Intoxicants.
October 7th, 2024
North District
Domestic - Officers were dispatched to a residence for a domestic. A person was arrested for Domestic DC and Battery after they kicked their spouse in the groin because they wanted the keys to their vehicle back.
West District
Check Person - Officers were dispatched to check a person at a bar. Upon arrival, contact was made with a “semi-conscious” person. They were transported by EMS to a hospital where they were detoxed and ordered in for two counts of felony Bail Jumping.
South District
Drug Investigation Officers recognized a wanted person and took them into custody for a warrant. A search incident to arrest yielded .52 grams of meth, 5.92 grams of marijuana, and a glass pipe. The person was arrested for two warrants, Possession of Methamphetamine, Possession of THC, Possession of Drug Paraphernalia, felony Bail Jumping, and Misdemeanor Bail Jumping.
