ECPD Notable Case Log 9/12 - 9/17

From 09-12-2024, 7:00AM, to 09-17-2024, 7:00AM, the ECPD responded to 401 calls for service. The calls per district are as follows: North District – 122, West District – 130, South District – 149.

 

September 12th, 2024

North District

Disturbance - Officers responded to a disturbance downtown dealing with Person 1, their spouse – Person 2, and a neighbor, Person 3. The disturbance garnered the attention of non-involved Person 4, who was intoxicated but thought it would be best for the others if they tried to intervene. Person 4’s help was not wanted and passerby Person 5 tried to assist the original arguers in getting Person 4 away from them. This caused Person 4 to be aggressive towards Person 5 – who presented a machete to protect themselves. Officers separated and warned everyone for the night, but then learned Person 5 was on probation. They were arrested for a probation hold and felony CCW. They also had meth and paraphernalia on their person when they were searched.

West District

Mistreatment of Animals – Officers investigated a report that a person sprayed their neighbor’s dog with pepper spray. The dog was contained in a fenced-in backyard. When the person walked by, the dog barked at them. The person responded by spraying the dog with OC. These events were witnessed by a third party. The person was cited for Disorderly Conduct and Mistreatment of Animals.

Theft - Officers took a theft complaint at a home improvement store. A customer reported a drill was stolen from the parking lot when they were working on their truck. They observed an SUV pull up near their vehicle in the parking lot and take the drill as they were standing in their trailer. Officers worked with staff to find the SUV and the driver. The registered owner was identified and tried to drop the drill off at the store as lost and found after being identified. Officers met with them and ordered them in for Theft.

Domestic - Officers were dispatched for a domestic where a person was assaulting their elderly in-law. Officers learned an argument started over keys for a car. The person and their spouse lived with the in-law. The person knocked over items in the garage, threw items around the house, and hit the in-law in the head with a cardboard box. They also had a warrant for their arrest. They were arrested for the warrant and domestic Disorderly Conduct.

Obvious Death - Officers and EMS were dispatched for an obvious death. A friend had gone to the residence to check on a person who could not be contacted. They were found deceased in the bathroom. They were known to have severe alcohol issues and nothing suspicious was noted.

South District

Warrant / Drug – Officers obtained information that a wanted person was staying with another person with warrants at a hotel and waterpark facility. Officers surveilled the hotel until the second person left. A traffic stop was conducted and they were taken into custody for a warrant. They confirmed that the originally wanted person was in the hotel room and gave consent to search. Officers coordinated a safe entry into the room and took the wanted person and another person into custody. There were numerous drug items in plain view. All three people were arrested on numerous warrants and drug charges.

Domestic - Officers were dispatched for a domestic incident that had just occurred. The suspect was leaving the scene. Officers located the suspect leaving the area and stopped them. Officers met with the victim, who advised they and the suspect were separated but had a child together. The suspect had stopped over to the victim’s apartment unannounced and overheard them talking to a person of the opposite sex on the phone. The suspect then strangled them, tackled them to the ground, grabbed and threw their phone, and broke their own TV. Some of the incident was witnessed by the victim’s roommate. The suspect was arrested for domestic DC simple Battery, Strangulation/Suffocation, Criminal Damage, and Intimidation of a Victim.

Child Neglect - Officers responded for an approximately 1-year-old left alone in a vehicle that wasn’t running with the windows barely cracked. Upon arrival, the child’s parent was at the van and confirmed they left their 10-month-old child alone to roam around the van while they went into a store. Along with the hot car, the child had access to a plastic bag that they had wrapped around their foot. The parent didn’t seem to understand the gravity of their actions. Video footage showed them inside of the store for approximately 16 minutes. DHS was contacted and the parent was ordered in for Child Neglect.

Criminal Damage - Officers followed up with a suspect after an August incident of a motorcyclist punching a vehicle’s side mirror and damaging the drivers’ side window. The suspect was ordered in for DC and Criminal Damage.

 

September 13th, 2024

North District

Check Person - Lake Hallie had a vehicle pursuit with a stolen vehicle that entered the city. The vehicle was abandoned in a ditch and the occupants fled the area on foot. A report of two individuals acting suspiciously walking through yards was generated a short time later. Despite a perimeter being quickly established and the use of a thermal drone, the subjects were not apprehended.

West District

Drug Investigation - Officers were detailed to a city park after a report of two individuals near the football scoreboard using a lighter and spoon to abuse drugs. Officers located a pair matching the provided description walking away from the area. Officers instructed both to stop but one of them ran into a nearby bathroom. Officers gave chase and observed the person throw a baggie into a toilet and flush the likely drugs. They were arrested for Resisting, misdemeanor Bail Jumping and a probation hold.

Disturbance - Officers responded to a case where a vehicle was parked in a parking lot and the vehicle owner was refusing to leave even after being asked to do so by the owner of the property. Upon arrival officers located two subjects from the vehicle near the river. The subjects quickly covered something up, which was later found to be a meth pipe. Ultimately, one of them was arrested for Possession of Methamphetamine, Possession of Drug Paraphernalia and a PO Hold.

Check Person – An officer located a person who was reportedly under the influence and was laying on the sidewalk. While officers were speaking with the obviously intoxicated person, a plastic baggie was observed sticking out of their clothing. They turned this over to officers, and it was found to contain Xanax bars which the person indicated were theirs. However, they did not have a prescription to prove so. Due to their level of intoxication, they were taken to a hospital for a detox. They were ordered in for Illegal Possession of a Prescription Medication Without a Prescription.

Check Person - Officers called for a person acting strange walking through yards. The person was located and was delusional. They were initially warned about the behavior but officers were called back a short time later after the person was observed moving signs in other people’s yards and stating God told them to clean up the earth. They were assessed for an emergency detention but did not meet criteria. They had a previous traumatic brain injury that was likely the source of the behavior and family indicated the person had not been wanting voluntary services. They were arrested for DC and made to post bond.

South District

Warrant Pick-Up – Officers were dispatched for person that had a probation warrant. They were taken into custody without issue.

 

September 14th, 2024

North District

Traffic – Officers conducted a stop for expired registration. During the stop, a passenger was

identified and had a valid DOC warrant. They were taken into custody on the warrant.

Checking - Officers contacted a person for being in a city park after hours. The person had a meth pipe sticking out of their jacket pocket during the contact. They were arrested for Possession of Drug Paraphernalia, felony Bail Jumping and a probation hold.

Family Trouble - Comm Center received a 911 call from a child in their bedroom reporting their parents and parent’s partners were fighting. It was determined two adults were in a verbal argument over one of the people’s drinking. The person without a drinking problem threatened to rape the person with a drinking problem’s child, and a physical fight ensued. The person who made the threats left the scene prior to officers’ arrival. A DOC warrant was issued for the person with a drinking problem as well as BOLO charges for Domestic related Battery and Disorderly Conduct.

Warrant Pick Up – A person with a warrant was observed sitting on a bench. They were contacted and taken into custody for the warrant. A search incident to arrest yielded THC, Methamphetamine and drug paraphernalia. They were brought to the jail for the warrant and drug charges.

Warrant - Officers were detailed to a home by probation for a warrant pick up. Officers arrived and contacted the person, who was arrested without incident and transported to the ECCJ.

West District

Fight - Officers observed a fight in progress in front of a bar. The subject who started the fight had thrown a burrito at one bar patron and punched another. They were arrested for DC and a probation hold.

Family Trouble - A caller reported their ex S/O came over to talk. An argument ensued. The ex grabbed the caller’s wrist at one point, causing them to hit themselves with their own hand.  This caused the caller’s lip to bruise. The ex was arrested for Domestic-related DC and a probation hold.

Stolen Auto – A caller reported their vehicle was stolen from their driveway. The vehicle was unlocked with the keys inside. Based upon the time and location of the vehicle theft it was likely associated with the group stealing vehicles in Eau Claire overnight. Follow up will continue.

Stolen Auto/Pursuit – In the midst of the other stolen auto cases, officers observed a truck traveling at a high rate of speed. The vehicle was squealing its tires and passing cars at a fast rate. Officers attempted to catch up to the vehicle with their emergency lights and siren activated and it appeared the vehicle was clearly attempting to elude them. The vehicle was observed crashing into a retaining wall. The driver and passenger both fled on foot, however, the passenger was taken into custody by officers. The driver was later located by UWEC PD hiding in a dumpster. The driver was taken to jail for Operating a Motor Vehicle without the Owner’s Consent (OMVWOC), Fleeing, Resisting, felony Bail Jumping and BOLO’s for OMVWOC and Resisting from a previous case. They were also cited for an extensive list of traffic violations. The passenger was taken to the hospital for medical clearance and later transported to JDC for multiple charges including OMVWOC from another ECSO case overnight.

Stolen Auto/Pursuit - Officers were sent to the area of a home in regards to an attempted vehicle theft where the homeowner had caught individuals attempting to steal a vehicle. The suspects fled on foot and were not initially located. A different vehicle was observed by officers leaving the area and the driver appeared to match the general description from the attempted theft. Officers were able to drive up next to the suspect vehicle and noted the younger driver matched the physical description and also had a black hoodie and face covering which was an exact match to the report. Before a traffic stop could even be initiated, the vehicle fled. A pursuit ensued for a short distance before the vehicle failed to negotiate a corner and crashed through a fence and into a detached garage. The subjects fled from the vehicle and the driver was located almost immediately by officers. The driver made threats to officers and took a fighting stance with their fists clenched. Officers deployed a taser, which was effective, and the driver was taken into custody. The passenger emerged from the wooded area nearby and was taken into custody a short time later. The driver was extremely uncooperative and transported to a hospital for medical clearance. They remained uncooperative at the hospital. The driver was referred for Recklessly Endangering Safety, Resisting and OMVWOC and cited for numerous traffic violations. They were to be transported to Juvenile Detention upon their release from the hospital. The passenger was taken to jail for OMVWOC, Resisting (x2) and felony Bail Jumping.

Stolen Auto – Officers were assisting with the numerous pursuits/vehicle thefts and were sent to a home for a stolen auto report. At that location, they found a truck parked nearby which matched the description of a vehicle involved in another vehicle theft. In close proximity to where this truck was abandoned, it was learned that three more vehicles had been stolen. It is believed that when the truck was abandoned, the group stole the other vehicles to continue on the crime spree. In total, it was known that six vehicles were stolen and all but one had been recovered.

Drug Investigation - Officers were detailed to a store for a person sleeping in their vehicle. Staff attempted to have them move along, however, they wouldn’t move. Officers arrived and contacted

the person. They consented to a search of their persons, and Methamphetamine and drug paraphernalia were discovered. The person was arrested for Possession of Methamphetamine and Drug Paraphernalia and transported to the ECCJ.

Disturbance - Officers were detailed to the bike trail for two people physically assaulting one another. Officers arrived and contacted the pair. The two were involved in an altercation where one had tackled the other to the ground for an “unknown reason.” Both subjects advised they were not hurt during the altercation, however, due to the disorder they created both were cited for city ordinance DC.

South District

Warrant - Officers responded to a motel for a warrant pick up. DOC advised a wanted person was inside their motel room. The person was contacted and taken into custody without incident.

Disturbance - Officers were detailed to a clinic for a patient who was swearing, threatening staff, throwing items and punching walls. It was learned the patient had been threatening staff. They were ultimately arrested for three counts of Threats to Injure and Disorderly Conduct.

 

September 15th, 2024

North District

Disturbance - A caller reported their child’s other parent was at the residence and refusing to leave. A records check showed the other parent had a valid DOC warrant and child support warrant. Officers contacted them and arrested them on the warrants.

Drug Investigation – Officers were checking an area after hearing a car alarm going off. They observed a person walking away from the area. They located the vehicle that had the alarm and discovered the window was broken out. The person walking away was contacted and due to their behavior, a pat frisk was conducted. During the frisk, officers felt what they believed to be a baggy of narcotics in the person’s pocket. The person confirmed that they had “weed.” They were arrested and a search was conducted. A baggy with 80 grams of suspected cocaine was located in their pocket. A second baggy containing 20 grams of suspected meth was located. They also had $1,500 in cash and a digital scale. They were arrested for Possession with Intent to Deliver. It was determined that they had broken the window on the vehicle belonging to their S/O because they locked the keys inside.

OMVWI - Officers stopped a vehicle that was being operated without the headlight illuminated. The driver was intoxicated and arrested for OMVWI 1st.

BOLO Arrest - Altoona PD stopped a person and an ECPD officer was dispatched to assist due to the person having an ECPD in-house BOLO. Officers interviewed the person about the incident in June where it was reported that they chopped up another person’s garage door with a machete because they didn’t like the person becoming friends with members of the opposite gender. They admitted to causing the damage and were ordered in for Criminal Damage and Bail Jumping.

Warrant Pickup- Officers observed a person in a public bathroom. The person was known to have a warrant. They were contacted and initially took up a fighting stance. They were held at taser point, until they decided to comply. They were arrested for Resisting, Bail Jumping, and the probation warrant.

West District

Warrant – Officers recognized a person with a warrant walking into a convenience store. They were contacted and taken into custody without incident.

Disturbance - Officers responded to a bar/restaurant for a report that someone was breaking things outside the bar. The person ran from officers when they arrived. The person threw their backpack onto a roof prior to being taken into custody. A search of the backpack uncovered 4.66 grams of marijuana. They were arrested for: Resisting, Criminal Damage to Property, Disorderly Conduct, felony Bail Jumping and Possession of THC.

Traffic – An officer conducted a traffic stop and it was discovered the driver had a revoked DL due to OWI. They were cited and ordered in for OAR 1st Offense.

South District

Crash/OMVWI - Officers responded to a three-car crash with injury. An intoxicated pizza delivery driver was unable to provide a good explanation to why they crashed into the vehicles at a high rate of speed. SFST’s were complete as well as a PBT with a result of .36. The driver was arrested for OMVWI.

Family Trouble – A caller reported their spouse had attacked them after getting into an argument about their dogs and leaving the scene. Contact was made with the spouse, who admitted to getting physical with the caller. They were arrested for domestic-related DC.

Disturbance - Motel staff reported a couple were fighting. Witnesses advised they watched one person hit another person with an open hand and push them to the ground in the parking lot. They were arrested for Disorderly Conduct.

 

September 16th, 2024

North District

Traffic - An officer stopped a vehicle for no headlights or taillights. Contact was made with the driver. The odor of THC was present upon contact and ultimately a bag with 17.28 grams of THC and several joints were located. The person was ordered in for possession of THC and paraphernalia.

Retail Theft Follow-up - Officers contacted a person at their residence. They were arrested and taken to the jail.

Ordinance Violation – An officer located a person sleeping in the parking ramp. The person was cited for Camping on City Property.

West District

Check Person - Officers were detailed to a person refusing to leave a gas station. Contact was made with the person who was argumentative about being banned from the property and refused to leave the property. When they were being taken into custody they resisted. The person was cited for Trespassing and arrested for resisting and taken to jail. Bond was denied based upon several calls regarding similar behavior with the person in the last couple of days. Jail located a baggie of methamphetamine on their person as they were booked.

Theft – A person reported that their bicycle and kayak were stolen from the front of a gas station while they were inside. Officers located three people downtown with the bicycle and kayak. They were contacted One person was uncooperative. The group couldn’t provide a logical reason that they had possession of the items. All 3 where ordered in for Theft.

South District

Traffic – An officer stopped a person after they made an improper turn. The person was intoxicated and performed poorly on field tests. They submitted to a PBT with a result of (0.108 BAC). They were arrested for OWI 1st and released to a sober party.

Bail Jumping - Officers contacted a person in a city park. Officers were aware that they had bond conditions preventing them from being in the park. The person was ordered in for Bail Jumping.

 

September 17th, 2024

North District

Warrant Arrest – An officer checked on several subjects sleeping under a pavilion at a city park. An officer recognized one of the subjects. A records check showed the person had a warrant for their arrest. The person was taken into custody without incident.

West District

Warrant Arrest - While on patrol, an officer observed a vehicle being driven by a person. The officer knew the person’s S/O had a warrant out for their arrest. The officer followed the vehicle to a bar parking lot where the driver exited and walked into the bar. The officer walked up to the vehicle and saw the S/O sitting in the passenger seat. Initially the S/O ignored the officer, but eventually opened the door. The S/O was taken into custody on the warrant.

South District

Check Vehicle - A caller reported a vehicle following them and even tried to block their exit as they were turning around to continue to try and lose them. The caller said they pulled into the lot of a gas station and the subject was in the lot also. Officers arrived and located the vehicle behind the gas station. An officer attempted contact with the vehicle which drove off. The officer followed the vehicle and attempted a stop but the vehicle fled. The vehicle was later located abandoned. A call then came in about a person who just entered an apartment building. Officers set up a perimeter and the person was located in the building. After a short foot chase, the person was taken into custody and identified. The person was charged with felony Fleeing/Eluding, OAR, Disorderly Conduct and x3 of felony Bail Jumping. The person also has a protection order against them from a person in Shell Lake.
